And where can someone usually get a hold of one? I am just a regular saudi citizen with no contacts in the interior design world. Do I just go to a "decor" office? I am not sure about their prices. If any one can recommend anything or has an idea of price ranges, please answer here.

There no specific price for a session of interior consulting may be we could call that I a site visit instead of a session. But the price can range on the size of the office and the size of the room you are planning to design, but it should exceed the 500SR/ visit.
Yes I agree with you where can someone usually get a hold of one? That is a serious problem. But may be you could call architectural offices not "decor" offices and ask them ONLY to recommend an interior designer. If they say that they can do the job for you, then you should ask them to show you their portfolio of their previous interior works.
1.I also recommend that you could do the job as a full package, which much simpler and with nicer result, for sure I can do the job for you through the e-mail with and once all information is provided.
